PCS Outreach Ministries provides life skills, education, mentorship, resources, community engagement events to fuel the next generations to empower the economy. We work to bridge the gap with Godly principles and integrity to bring social change to the community. We champion programs that advance equity across all undeserved communities. Founded by President, Priscilla Sapp- Kirkland in 2006, the PCS Outreach Ministries is a nonprofit 501(c)(3) organization dedicated to help provide support and opportunities to all people who need assistance and for underserved communities around the world. The PCS Outreach Ministries was produced from the Anointing Ministry “Jesus Can Set You Free Ministries” founded by Elder Charles Sapp and Evangelist Geraldine Sapp in 1900’s. Priscilla’s parents have been working in their outreach Ministries for over 30 years. Her parents have shown her what true leadership, and serving is all about through the word of God.

We foster safe and loving spaces that enhance the social, emotional and physical wellbeing of young people and their families. We believe in the value of healthy, lasting relationships between our organization & in the Community.

To restore hope and provide opportunities to improve our communities' education health outcomes through innovation, music, Community engagement programs, research, education, and advocacy.

To transform communities by providing sustainable programs and resources that provides opportunities now and for future generations. PCS Outreach is built on a Godly foundation of love, faith, and integrity. We will continue to encourage people through the love and word of God

Founder & President

Priscilla is a Community Advocate, Radio Personality, Public Speaker, Recording Gospel Artist, and Businesswoman with a passion for serving others. She has worked with children and military families for over two decades, contributing her skills and dedication to organizations such as the Area Housing Commission, Florida Youth Challenge Academy, Girls Scouts of America, Guardian Ad Litem, Escambia County Public School District, and among others organizations. She holds an Associate of Science Degree as in the Medical field from Virginia College and a Bachelor of Science in Business Administration from Columbia Southern University. She is currently pursuing her MBA to further her education and expand her impact. A dedicated mentor, Priscilla believes in God and stands boldly for strong morals, integrity, and good character values that are evident in her kindness, compassion, fairness, and respect toward others. She takes great pride in fostering trust and building bridges to create healthier communities

Vice President

Elder Charles Sapp is a Community Leader, Advisor, Ordained Minister, Basic job-skilled Development Trainer, Businessman, and Youth Director who worked with Juvenile Justice Court Judges. Elder Charles Sapp brings his experiences working with high-risk neighborhoods to lead, manage others, and know how to analyze situations. He had been an Ordained Minister for over thirty-five years under Bishop David Alexander Jr.'s leadership. Elder Sapp believes that empathy and self-awareness in the community are essential for leadership. He adds value by using his years of outreach and construction experience to enhance and impact the ministry. Elder Sapp was the founder and President of Jesus Can Set You Free Ministries, overseeing many people under his leadership. He was the President of the HOA patrol neighborhood watch program for many vears to ensure the community was protected and safe. Elder Sapp Advocates for infrastructure development and speaks up for injustice. He has been a business owner for over 12 years, knowing it takes hard work and a community to start and run your business professionally. He received The Military Parent Medal Duty Honor, Integrity, Devotion Award. Also, he received the Highly Award Florida Department of Children and Families Service Award from '1992 to 2001.

Elder Mizell McKee is a proud Vietnam Veteran and a retired employee of Armstrong World Industries right here in Pensacola, Florida. He’s a man of great faith, integrity, and service a dedicated community leader, trusted advisor, and Sunday School teacher who continues to make an impact through PCS Outreach Ministries. Elder McKee is a faithful member of Whosoever Will Pentecostal Apostolic Church, where he leads by example in both word and deed. He truly believes that faith in action can transform lives and restore hope where it’s needed most. Through his work and his walk with God, Elder McKee has helped build stronger communities rooted in love, service, and unity leaving a legacy that will inspire generations to come.

Geraldine is a customer relations, data analyst, community leader/ outreach, ordained minister/ counselor, and mentor. She has shared her passion for community service and the hospitality industry for over twenty years. She has been in outreach ministries for over thirty years and served as a vice president and board member of Jesus Can Set You Free Ministries. Develop her leadership, planning, project management, and resource management skills. Later on, she served PCS Outreach Ministries for almost 20 years, using the expertise she had learned to enhance and impact this ministry. As an Ordained Minister under the leadership of Bishop David Alexander Jr., Geraldine continued her education at the University of West Florida, where she received a Small Business Development certificate. Her most rewarding and impactful achievement is the Florida Department of Children and Families Certification from 1992 to 2001, fostering over 26 children. She was also honored with the Military Parent Medal Duty Honor, Integrity, and Devotion award by one of her children. She is Skilled at identifying the strengths and weaknesses of alternative solutions, conclusions, or problem approaches. Over the past few years, she Has Held the position of vice president of the HOA and has been the active finance treasurer of her neighborhood HOA.

Wanda Thames has served in Walmart leadership for over 28 years. As an Assistant Manager at Walmart, she excels in leadership and team development. With a strong commitment to fostering growth, she specializes in guiding others to reach their full potential through positive reinforcement and candid feedback. Her ability to cultivate a motivated and high-performing team has been a key factor in her success. Beyond her professional role, Wanda has a passion for gardening, with her knockout roses being the pride of her neighborhood,. She also dedicates her time to serving as a board member for PCS Outreach Ministries, a role she began in January 2025, where she contributes to impactful community initiatives.

Ronald Thames brings a wealth of professional experience and a heart for service to the PCS Outreach Ministries Board of Directors. A 22-year retired Assistant Manager from Walmart, Ronald currently serves as a Warehouse Technician with Energy Hardware. His diverse skills include electrical work, cooking barbecue, and staying informed on current affairs. Outside of work, Ronald enjoys spending quality time with his grandchildren, watching sports, and relaxing at home. Since joining the PCS Outreach Ministries Board in January 2025, he has been committed to using his talents and leadership to help strengthen communities and advance the ministry’s mission.

Marsha is a seasoned healthcare professional, having served in various roles such as Referral Coordinator, Patient Advocate, and Care Coordinator. She has over 20 years of experience in healthcare administration, providing exceptional support and care to patients and families, and helping healthcare organizations achieve their goals through effective communication, collaboration, and problem-solving. Grounded in her faith in God and fueled by her love for ministry, Marsha is dedicated to serving others with compassion, empathy, and kindness.

Tomika McLamb, a Senior Community Property Manager at United Apartment Group with 18 years in managing apartments.l enjoy working in the apartment communities because it allows me to interact with several different people and help meet there needs at that time. I enjoy working with both the family population and the seniors and it gives me great joy to know that I was able to meet there needs with an apartment and any other services I maybe able to assist with. I am very grateful and honored to be apart of this great organization PCS Outreach. This is my first time ever being apart of a board of a nonprofit organization. I have helped previously with the Wait til Marriage Group and I look forward to allowing God to use me and my gifts to be apart of a great team.
